The documentation should be comprised of both user and programmer information and be designed to fill the informational needs of the personnel ultimately responsible for using, maintaining or updating the software. The amount and quality of the software documentation produced are usually dependent on two major factors in the program development cycle -- the length of time allotted for development and the number of people assigned to the development effort. Normally, the longer the duration of a project and the larger the software development team, the greater the need for software documentation. Proper documentation (1) provides a means to efficiently monitor and control long-term projects, (2) provides an understandable, transferrable method of communication between the project team members and future users or program modifiers, and (3) reduces the time consuming, labor intensive process of duplicating the development effort if key project members leave or the program is moved to another site and/or the programs require modification or updating.
